On March 28, the law enforcement officers broke into LGBT organization “Rakurs” community center in Archangelsk. It turned out that it was a “verification” of the complaint submitted by unknown person. The law enforcement officers were checking community center guests’ documents and were withdrawing brochures and other materials. The lawyer Alexey Kuroptev prepares the complaint to the court.

On January 29, 2019, Igor Kochetkov filed a report to the Investigative Committee on the renewal of mass illegal detentions and sophisticated tortures organized by police within the state-sponsored campaign against people who are, or percieved to be LGBTI. Recently he received a reply from the Central Investigation Department of the North Caucasus District, notifiyng that the case was delivered to the Head of the Investigation Department in Chechnya for cosideration. Technically this means that the perpetrators should now investigate again whether or not they were participating in persecution.

On February 13, the statement of the UN experts regarding renewed persecution of LGBT in Chechnya was published. The experts urged the Russian authorities to protect the rights of people who are, or are perceived to be, lesbian, gay or bisexual in Chechnya, and investigate allegations of human rights abuses including two reported deaths.

Executive Director of the Russian LGBT Network Igor Kochetkov filed a complaint regarding the new wave of LGBT persecution in Chechnya to the Investigative Committee of Russia. In his complaint, Kochetkov asked to investigate information about illegal detention of at least 14 people, tortures and a murder.

The Russian LGBT Network activated evacuation of the survivors of a new wave of LGBT persecution in Chechnya. The victims of the new wave confirm the wide-scale character of persecution. They also witness that persecution started already in the beginning of December 2018, and that people are detained in the police offices of not only Argun, but also Grozny.

Since the end of December 2018, there is a new wave of persecution against LGBT in Chechnya based on the alleged sexual orientation of victims, both men and women. Information received by the Russian LGBT Network suggests that around 40 people were detained; at least two people were killed.

Stavropol’s regional court declined to outlaw refusal to initiate criminal proceedings on the complaint of Maxim Lapunov, the only person who suffered within the mass campaign against LGBT in Chechnya and dared to speak publicly about his experience. As the court ignored the numerous falsifications at the stage of pretrial investigation, the Russian LGBT Network and the Committee against torture plan to apply to the ECHR.

"I dedicate this award to my team, the team of the Russian LGBT Network. I admire the courage of these people, of all people who fight for LGBT rights in Russia". On November 22, the Egor Gaidar annual award ceremony took place in Moscow. The award for the Activity Fostering Development of Civil Society was given to the Executive Director of the Programs of the Russian LGBT Network Igor Kochetkov and the Chairperson of the Committee against Torture Igor Kalyapin. For the first time ever, the award was given to two people.

Russian Federal authorities ignored the information on the invocation of the OSCE Moscow mechanism, and lost the opportunity to propose its expert for the international investigation. According to the procedures of the Moscow mechanism, Moscow was supposed to react and subsequently propose its candidate. The coalition of OSCE countries that invoked the Moscow Mechanism has already appointed the expert who will investigate the information on severe human rights violations in Chechnya.
