In the end of January, a group of Russian LGBT organizations and initiative groups submitted the List of issues related to the situation of lesbian, gay, bisexual and transgender persons and men who have sex with men to the UN Committee on Economic, Social and Cultural Rights. The List of issues was prepared by the coalition of civil society organizations, including Moscow LGBT Initiative Group “Stimul”, NGO “Phoenix PLUS”, Russian LGBT Network, Transgender Legal Defense Project and “Coming Out” LGBT Group. The submitted List of issues is the first stage of work with the Committee. It is planned that a joint Alternative report will be prepared as an additional source of information to the sixth Periodic report prepared by the Russian Federation (E/C.12/RUS/6).
The report is devoted to such issues as the situation of LGBT persons and MSM in Russia in general, discrimination of LGBT persons in employment, the lack of reliable data on HIV incidence rates amid MSM and transgender persons by the State party bodies, and the situation of transgender persons in the Russian Federation.
Most of the data presented in the List of issues was obtained by the reporting organizations in course of their legal and monitoring activities in Russia.
The Committee on Social, Economic and Cultural Rights will consider the official Russian report and the alternative reports prepared by various NGO in September.
